The Natural Heritage Trust and the National Action Plan for Salinity and Water Quality were major national policies focused on land and water degradation and nature conservation in Australia. These programs fell a long way short of achieving their stated goals. It is proposed that to be able to spend their considerable public funds in cost effective ways, they would have needed a number of particular characteristics. Among other things, they needed to prioritise investments well, consistent with an appropriate role of government, and based on analyses that integrated good quality bio-physical and socio-economic information. European stakeholders engaged in combatting the eutrophication of the North Sea welcomed three Water Framework Directive innovations: a more holistic approach to quality, the binding nature of WFD objectives, and greater public participation. Twenty years later, however, there has been a disappointing amount of progress in the reduction of diffuse pollution. In the Seine River Basin, the amount of livestock rearing is low; yet the basin is subject to significant diffuse pollution due to agriculture. The main purpose of this research is focused on understanding the politico-administrative system and structure of rural policy implementation in the third programming period (2000-2006). Case studies have been conducted for selected measures of the Greek Rural Development Programme (RDP) and LEADER+ initiative. In-depth interviews were conducted with officials involved in the rural development policy implementation. Inflexibility due to centralization, lack of personnel motivation and inadequacy of the personnel involved in policy implementation are the main weaknesses. In 2001 the Federal Government of Germany formed by Social Democrats and Green Party declared a policy goal of 20 % of organic farming in Germany by 2010. This objective can only be achieved by behavioural changes of the actors within the food supply chain and consumers. Therefore, the proper political strategy has to be developed. The article starts with a theoretical overview of the social marketing approach. Then the social marketing approach is applied to the development of strategies and measures for the growth of organic production in Germany. The article concludes with a discussion of the suitability of the social marketing concept.

Studying the implementation of the Water Framework Directive in Europe: a meta-analysis of 89 journal articles Ecology and Society

The Water Framework Directive (WFD) is arguably the most ambitious piece of European Union (EU) legislation in the field of water. The directive defines a general framework for integrated river basin management in Europe with a view to achieving “good water status” by 2015. Institutional novelties include, among others, water management at hydrological scales, the involvement of nonstate actors in water planning, and various economic principles, as well as a common strategy to support EU member states during the implementation of the directive.
